Your Parks Levy Dollars: Spent as Promised.
When Portlanders approved the Parks Levy in 2020, they were promised two things:
Our parks and recreation services would be protected.
Tax dollars would be spent responsibly, with oversight and transparency.
The record is clear: both promises have been kept.
An independent 2024 performance audit confirmed that “Levy funds were used in compliance with voter-approved commitments” and that “Levy dollars were clearly tracked using strong financial systems.” Auditors found no misuse of funds and made no recommendations for improvement — showing that Portland Parks & Recreation is managing these dollars with integrity.
Each year, the Parks Levy Oversight Committee — a five-member volunteer group that reviews program implementation, advises on transparency and communication strategies, and counsels on an independent audit process — reports to City Council.
Their most recent review found that “PP&R continues to be fiscally accountable in tracking Parks Levy dollars in a transparent, auditable, and effective way.” They also confirmed that every one of the fifteen commitments made to voters in 2020 has been met.
At the same time, costs for labor, materials, and basic upkeep have grown — while Parks’ share of the City’s discretionary General Fund dollars has declined. The Oversight Committee warns that without continued levy funding at a sustainable rate, Portland’s ability to maintain service levels will diminish.
You can be confident: your Parks Levy dollars have been well spent, exactly as promised. Now it’s time to renew and strengthen that investment for the future.
